RESOURCES________



During relief phase, LINGKAR has recruited and managed total 112 volunteers from all over Indonesia. Among these volunteers are foreigner. The volunteers should use LINGKAR 6 basic principals in doing their services with the community(community based disasster management). Those principals are:

1.Legitimation
when entering the village, all volunteers and donors, logistically or program, have to communicate/coordinate and have the permission to get in and out the village (written or spoken) from the community, e.g. from the village formal and informal leader. It is about the guest and host manner;

2.Transparency-
all volunteers and donors have to do a presentation as clearly as possible to the community the kind of aid they are about to be given. This including what they are going to give, how many it is, how it is going to be done, what the source is, and what the intention is The community have the right to the information of their guest. Transparancy, frankness, honesty and those kind of values are a common practice in the community day lives;

3.Appreciation-
all volunteers and donors have to have an appreciation to the local values, norms, tradition, resource, and belief. This principal is important to keep a dinamic and productive of local community social harmony. The local resource appreciation have to be treated and to be seen as a supporting factor to the aid/program effiency and effectiveness, and not as an obstacle;

4.Participation-
every program cooperated with community have to include local community, put them as the main actor. The community involvement have to be performed in every program step: planning, implenmentation, and monitoring. The community have to be an active participant. The guest should not take the control because it will decrease the community capacity and ability, dissempower them.

5.Encourage Self-Reliance-
the aid/program will not last for ever and it will surely come to an end. It is then important to encourage the previously independent community to take over and run the aid/program themselves in the future. This is where participaton becomes important and through this we can achieve sustainability of our aid/ program; and

6.Non-Partisan-
as it is become a principal of international/universal humanitarian aid, only aid with humanitarian mission is allowed and other than that will have to be refused. Political party may or can operate a relief unit and giving their aid. If the offering aid is not based on the humanitarian mission, a mere community politicize, practising under the likeness, to wave their flag, and deceive or manipulate the community to get a political support for their party, and eventually break community social cohetion/ and , then the community have the right to refuse it.
